أَتَراكَ مَا عَلِمْتَ أَنَّ الْأَمْرَ بِعَوَاقِبِهِ؟
Do you think you did not know that the matter has its consequences?!
الْأَمْرَ — the matter. A noun made definite by al- ('the matter'), the subject of the 'that'-clause, carrying the accusative ending demanded by the particle before it. It is the thing said to have consequences, set up as definite and specific.
