لِأَنَّهُ إِنْ كَانَ قَارِئًا بِنَفْسِهِ فَبِجَهْدِهِ أَنْ يَتَهَجَّى الأَسْمَاءَ وَالمُتُونَ
Because if he is reading by his own self, then by his effort that he spell out the names and the texts.
الأَسْمَاءَ — the names. A definite plural noun with al- ('the names'), the direct object of the spelling-out verb, so it takes the accusative object ending. It names one of the two things he struggles to read out, paired with 'the texts' that follow.
