أَشَارُوا — they pointed. A past verb of pointing carrying a plural '-u' suffix as its subject, 'they pointed'. After the 'whenever', it reads as the repeated response, each time they gestured. The ending supplies the third-person plural 'they'. It leads into the 'to God' phrase naming where they pointed.
