وَلَقِيَتْ وَقْتَ وَضْعِهِ مُزْعِجَاتٍ مُثِيرَةٍ،
And she encountered, at the time of his birth, distressing and agitating episodes.
وَقَتَّ — time. This noun, 'time / moment', acts as an adverbial 'at the time of' and opens an owner-and-owned pairing with the birth-word that follows. As the first half it stays bare and takes its sense of 'when' from the owner ahead. Its object-case ending marks it as setting the time-frame of the encountering.
