وَانْقَضَى زَمَانُ الدَّلَالِ وَفَاتَ وَقْتُ النُّشُوزِ،
The era of indulgence has ended, and the time for defiance has passed.
وَقْتُ — time. The subject of 'passed', a noun 'time' carrying the -u subject ending and placed after its verb. It heads an 'of' pairing with 'defiance' next, giving 'the time of defiance', the window declared closed.

And their causing pain is at the time of their occurrence.
وَقْتُ — is the time. This noun is the predicate equated with that topic and itself heads an 'of' pairing: 'the time of...'. With no verb between, the equation is made by placement.
