راقب خاطرًا يمرّ كطيف، فإن وجدت فيه رياءً أو رغبةً عمياء، فاغسله بالاستغفار والعمل الهادئ
Observe a thought passing like a phantom; if you find hypocrisy or blind desire in it, cleanse it with repentance and calm action.
رَاقِبْ — observe!. Command 'raqib' = 'watch!, observe!' to one person; 'you' is built in.

So it considered them and watched over them.
فَرَاقَبَهَا — so it watched over them. 'fa-' = 'so'; past-tense verb, subject 'it' built in; '-ha' = 'them' object.

The more you watch over it in the small details, the more truthful its impact becomes on major decisions.
رَاقَبْتَهَا — you observe it. A Form III verb, 'you watched over / monitored,' with 'you' (-ta) and 'it' (-ha, the intention). After 'the more,' the past reads as a general 'whenever you watch it.' The first half of the proportion: tending intention in the small.
