When the habit becomes settled, it is like a wheel on a track; less friction, faster arrival.
تَسْتَقِرُّ — becomes settled. A Form X verb, 'settles / becomes fixed,' feminine to agree with its subject 'the habit' to come. Under 'when,' it sets the case: once the habit is ESTABLISHED, the smooth result described next kicks in.
