مُقْبِلًا بِقَلْبِهِ إِلَى اللَّهِ تَعَالَى،
with his heart turned to God the Exalted,
مُقْبِلًا — turning toward. This is an active participle, a verb-based describing word, again marking the condition the man was in: turning toward. Its indefinite accusative tail ending puts it in the same circumstantial 'while doing X' role as the previous word, so the two participles stack to paint his state as he came.
