إِنْ هَذَا كَانَ مَكْتُوبًا عَلَيَّ قِبَلًا أَنْ أُخْلَقَ
If this was written upon me before I was created.
مَكْتُوبًا — written. A passive participle — an adjective formed from a verb that names the thing acted upon, here 'written / pre-recorded'. It describes the decreed fate as something already inscribed, and wears the object-like ending the 'to be' verb hands to its complement.
