تَكُونُ جَزْمًا بِأَنَّهَا إِذَا جَاءَتْ لَا يُؤْمِنُونَ
It becomes a statement of certainty that when it comes they will not believe.
جَزْمًا — a statement of certainty. A noun 'a firm assertion' in the object case, serving as the predicate that 'becomes' assigns. This verb of becoming puts its complement in the object case, where English would just use a plain noun after 'is'.
