بَلَّ وَإِبْلِيسُ مُعْتَرِفٌ بِهَذِهِ الْحَقِيقَةِ وَأَهْلُ النَّارِ
Rather, Iblis and the people of the Fire acknowledge this reality.
مُعْتَرِفٌ — acknowledging. An 'er/-ing' form, a doer-noun, used here as the predicate that says what the subject is doing. In an equational sentence Arabic uses this participle to express an ongoing state without any verb 'is'.
