And that they are in accordance with the Sharia,
وَأَنْ — And that. 'And' plus the 'that' particle, introducing the second required thing in parallel with the first; it again forces a subjunctive verb after it. The 'and' ties this condition to the previous one as a matched pair.

وَأَنْ — and that. An 'and' joined to a second 'that'-particle, adding a parallel sign and again wrapping the next verb into a subjunctive 'that...' clause. The 'and' coordinates this sign with the first, while the attached particle keeps the same clause-packaging at work. Together they file a second portent alongside the first.
