قال يقول فأشهدكم أني قد غفرت لهم،
He said: He says: I make you bear witness that I have forgiven them.
فَأُشْهِدُكُمْ — I make you bear witness. This is 'so' plus a Form IV verb 'I call [you] to witness', with '-kum' = 'you' as object — 'so I make you my witnesses'. The Form IV pattern makes the root mean 'have someone witness'. The subject 'I' is inside. The content witnessed follows.
