He said: He says: I make you bear witness that I have forgiven them.
أَنِّي — that I. This is the 'that' of the 'inna' family with attached 'I' — 'that I [have forgiven]...'. It opens the content of the witnessing and grips its subject 'I' in the accusative. So the angels are made to witness a fact.
