فيستنفد حبه من قلب العَبْد قُوَّة الْحبّ كلهَا بحب مَا عرفه من صِفَات جماله ونعوت كَمَاله فَيُصْبِح فؤاد عَبده فَارغًا إِلَّا من محبته،
So His love consumes all the strength of love in the heart of the servant due to the love of what he knows of His beauty and the descriptions of His perfection. Thus, the servant's heart becomes empty except for His love.
فَيُصْبِحُ — so becomes. 'Fa-' (so) plus a present-tense 'to be'-type verb 'becomes', its subject coming next — the upshot. This 'becomes' verb sets its predicate in the accusative.

So he would spend the morning in Mecca with the Quraysh, sitting together in small gatherings.
فَيُصْبِحُ — so he spends the morning. Another present-tense verb with 'he' built in, here meaning 'enters the morning / spends the morning'. The fa- on the front keeps the chain going, tying this to the previous step as the next consequence in the routine.
