إِلَى أَنْ يَتَيَقَّنَ السَّلامَةَ مِنَ الشَّرِّ فِي الْعَاقِبَةِ
until he is certain of safety from harm in the end.
يَتَيَقَّنَ — that he may become certain. Present-tense verb in the subjunctive (note the bare '-a' ending) forced by the 'that'; 'he' is built in. The pattern marks 'come to be fully sure'.
