وَلَا يَحْقِرُهُ،
nor does he look down on him,
يَحْقِرُهُ — he demeans him. A present verb, 'looks down on, scorns', subject 'he' inside and '-hu' the object 'him'. Negated: 'nor does he despise him', the last of the forbidden attitudes.

يَحْقِرَ — he demeans. In the subjunctive that 'an' requires, subject 'he' inside, the '-a' ending marking the mood. It means 'that he scorn', the act condemned as sufficient evil.
