ليس كلُّ لامعٍ نافِع، ولا كلُّ مفيدٍ صاخب
Not everything that glitters is beneficial, and not everything useful is noisy.
نافِعًا — is beneficial. An active participle, 'beneficial / useful,' the predicate of 'is not' — in the -a form because that verb forces it there. 'Not all that glitters is BENEFICIAL.' Shine is no guarantee of worth — a filter for the eyes' gate.
