Not everything that glitters is beneficial, and not everything useful is noisy.
صاخِبًا — is noisy. An active participle, 'noisy / clamorous,' the predicate (in the -a form, the understood 'is not' forcing it there). 'Nor is all that is useful NOISY.' The quietest things may be the most useful — so don't let your ears chase only the loud.
