ليس كلُّ لامعٍ نافِع، ولا كلُّ مفيدٍ صاخب
Not everything that glitters is beneficial, and not everything useful is noisy.
لامِعٍ — that glitters. An active participle, 'glittering / shiny,' indefinite, in the -i form, owned in 'all that glitters.' The attractive surface — which is NOT always beneficial, as the predicate next says. Looks deceive.
