وينزل القطر إذا شاء فيبهت السماك والعوى،
And He sends down rain when He wills, bewildering the sailor and the orbits.
فَيَبْهَتُ — so he bewilders. The fused front letter marks the 'so/then' consequence of the rain coming. The rest is a present-tense verb with a built-in 'he' subject, reporting the bewildering that results, with the divine doer carried inside.
