لَهُ الْسَّكَّةُ وَالْخُطْبَةُ وَمَا لَهُ حُكْمٌ نَافِذٌ وَلَا سُلْطَانٌ،
He has the mint and the sermon, but he has no binding ruling or authority.
نَافِذٌ — binding. An indefinite adjective placed after its noun and agreeing with it, attaching to 'a ruling' to mean 'a binding ruling'. Arabic sets the description after the noun and matches its indefiniteness. Under the negation, it sharpens the point: no ruling that actually takes effect.
