When he appeared, he asked the Bedouin: What is your complaint?
شَكْوَاكَ — is your complaint. This is 'complaint' with the attached pronoun 'your' (male singular) on its end, the two forming a possessive, the complaint belonging to the addressee. There is no verb 'is'; the question word and this noun simply pair to mean 'what is your complaint'.
