وهكذا يُفهَمُ تنظيمُ العلمِ، ومنعُ الاعتداءِ، وصيانةُ الأموالِ والعقودِ، وتوفيرُ أسبابِ التعارفِ والرحمةِ بين الناس؛
Thus, the organization of knowledge, prevention of aggression, safeguarding of wealth and contracts, and provision of means for acquaintance and compassion among people is understood;
وَالعُقُودِ — and contracts. A broken plural, 'and contracts / agreements,' joined by 'and,' in the -i form — a second owner under 'safeguarding.' Protecting wealth includes upholding the contracts that move it.

And there is no remedy for these sciences, their scholars, and those who practice them in knowledge and belief except fire and annihilation from existence.
وَعُقَدًا — and belief. Paired with the previous word, this is a second accusative-of-specification, naming the other dimension: their inner convictions ('knots' of belief). The accusative ending again signals 'in respect of', spelling out the two fronts — outward knowledge and inward conviction — on which the verdict falls.
