الأَمْوَالِ — wealth. A broken plural, 'properties / wealth,' in the -i form, owned in 'the safeguarding of wealth.' Guarding people's assets is among the aims; paired with 'contracts' next.

مَالٍ — capital. The second noun of the 'head of' pairing; together they form the idiom for principal or starting capital. Being the owned, completing half of the pair, it carries the possessive case ending, side by side with the first noun and with no word for 'of' between them.
