فَإِذَا عُرِفَ الْعَبْدُ أَنَّ اللَّهَ رَبُّهُ وَخَالِقُهُ
So when the servant recognizes that God is his Lord and his Creator.
وَخَالِقُهُ — and his Creator. The 'wa-' joins a second description, and the noun carries the owner ending '-hu' (his): and his Creator. The conjunction stacks a parallel predicate onto 'his Lord'.
