فأدبر الرجل وهو يقول والله لا أزيد على هذا ولا أنقص منه،
The man departed saying: 'By Allah, I will not add to or decrease from this.'
أَنْقُصُ — decrease from. A present verb 'diminish / take away', with 'I' inside — 'I [will] subtract'. It pairs with the preposition next to say take away FROM what.

It became clear that whoever denies his being a Messenger and Prophet has indeed defamed God, diminished Him, and attributed ignorance, inability, and folly to Him.
وَنَقَصَهُ — and diminished Him. The wa- adds a second verb with an attached object pronoun, 'and he reduced Him', the pronoun pointing to God. Coordinated with the slandering, it continues the denier's offense; the verb means to belittle or detract.
