الْمُقَدِّمُونَ لِنُصُوصِهَا عَلَى غَيْرِهَا جُهَّالٌ لَدَيْهِمْ مَنْقُوصُونَ
Those who give its texts precedence over other than it are ignorant people; they have defective people.
مَنْقُوصُونَ — defective people. An indefinite plural noun, 'deficient ones', the thing said to be in their keeping or a further predicate describing them as lacking. Its plural shape keeps step with the people it characterises. The word piles a second reproach onto the first, stressing their shortfall.
