الْمُقَدِّمُونَ لِنُصُوصِهَا عَلَى غَيْرِهَا جُهَّالٌ لَدَيْهِمْ مَنْقُوصُونَ
Those who give its texts precedence over other than it are ignorant people; they have defective people.
غَيْرِهَا — other than it. This word means 'other than' and carries -ha ('it') as its complement, so it reads 'other than it'. It names the rival, unspecified sources the texts are preferred over, with the 'it' pointing back to the revelation. It is governed by the preceding 'over' and so genitive.
