الْمُقَدِّمُونَ لِنُصُوصِهَا عَلَى غَيْرِهَا جُهَّالٌ لَدَيْهِمْ مَنْقُوصُونَ
Those who give its texts precedence over other than it are ignorant people; they have defective people.
جُهَّالٌ — ignorant people. An indefinite plural noun, 'ignorant ones', serving as the predicate, what those people ARE judged to be, in a verbless sentence with no 'is'. Its plural shape agrees with the plural subject. The indefinite form delivers the reproach as a blunt category.
