And the dissolute scribes reach the pinnacle of theft, and their final outcome is disaster with beatings, confiscation, and poverty.
وَفَاسِقُ — and the dissolute. This is 'and' plus 'the corrupt one', heading a possessive — 'the profligate OF the scribes', i.e. the dissolute among the clerks. As construct head it drops its own 'the' and leans on the owner to come. It is the nominative subject of the sentence.

الفَاسِقِينَ — the transgressors. The al- marks this definite, 'the wrongdoers', and it sits in the object ending forced by the exception word illa before it: 'except the wrongdoers'. After illa the excluded noun takes this object ending to mark it as the carved-out exception.
