وَحَفِظَ مِنْ خُطَبِ الْحَجَّاجِ اِقْدَعُوا هَذِهِ النُّفُوسُ
And it protects these souls from the speeches of the crowds.
اِقْدَعُوا — do (you plural). A plural command form ('restrain/check!'), with the plural built into its ending, opening a quoted directive. The bare command shape is how Arabic issues an order to a group with no helper word.
