وَتَرْبِيَتُهُ بِالْكَسْبِ لَهُ وَالْإِنْفَاقِ عَلَيْهِ
and raising him by earning a livelihood for him and by spending on him.
بِالْكَسْبِ — by earning a livelihood. The bi- here means 'by means of / through', marking how the upbringing was carried out, and it fuses with a noun carrying al- 'the'. The preposition forces that noun into the genitive form. It names the method: through earning a living.
