خَاصَّتَهُمْ — their elite. A noun for the elite or select few, with the 'their' suffix attached pointing back to the people. It stands in a deliberate pairing with the 'common folk' noun that follows: together they say 'both their elite and their commoners', i.e. everyone of every rank.
