وَأَخْبَرَ عَنْ مَحَبَّتِهِ لِأَهْلِهِ وَفِي ذُلِّكَ أَعْظَمُ تَرْغِيبٍ لِلرَّاغِبِينَ
And He informed of His love for its people, and in that is the greatest encouragement for those who desire.
تَرْغِيبٍ — encouragement. An indefinite noun ('encouragement') completing the 'greatest of...' pairing, in the genitive as what is greatest. Its indefiniteness keeps the praise sweeping rather than tied to one instance.
