وَلَا سَيِّمَا مِمَّنْ لَا يَكَادُ يَعْرِفُ كَلَامَ الْعَرَبِ جَيِّدًا،
And especially those who hardly know Arabic well,
سَيِّمَا — especially. The second piece of the fixed phrase 'especially / above all'. With the preceding 'wa-la' it singles out a particular subgroup for emphasis; the whole expression narrows the previous statement to the people described next.
