وَلَا سَيِّمَا مِمَّنْ لَا يَكَادُ يَعْرِفُ كَلَامَ الْعَرَبِ جَيِّدًا،
And especially those who hardly know Arabic well,
جَيِّدًا — well,. An adjective used adverbially, 'well', describing how the knowing is (not) done. Its accusative -an ending (audible tanween) marks this adverbial role: the person hardly knows Arabic 'well'.
