وَلَا سَيِّمَا مِمَّنْ لَا يَكَادُ يَعْرِفُ كَلَامَ الْعَرَبِ جَيِّدًا،
And especially those who hardly know Arabic well,
كَلَامَ — speech. A noun 'speech' that is the direct object of 'knows', hence accusative (the audible -a ending). It heads an 'of' pairing with 'the Arabs' next, giving 'the speech of the Arabs' = the Arabic language, and takes its definiteness from that owner.
