وَلَا سَيِّمَا مِمَّنْ لَا يَكَادُ يَعْرِفُ كَلَامَ الْعَرَبِ جَيِّدًا،
And especially those who hardly know Arabic well,
الْعَرَبِ — the Arabs. The owning half of 'the speech of the Arabs'. It is definite ('al-') and stands in the genitive as the completing noun of that 'of' pairing; together the chain names the Arabic language as a whole.
