الْقَدْرِ — extent. Set after 'this' to specify it ('this measure'); genitive, governed by the bi- running through the phrase.
From: The Discipline of Foresight →وإن كثرت سيئاته عوقِبَ بقدرها، ثم تُخرجه بقيةُ حسناته ولو كانت مثقال ذرّة؛ إذ إن الإيمان لا ينعدم مع وجود أصلٍ منه

وَقَدْرِهِ — and by His predestination. Again the linking wa-, means-marking bi-, and tail -hi, 'his', combine into 'and by His predestination', the noun genitive under bi-. It adds a third coordinated means, pairing predestination with will and decree as the causes by which the misfortune comes.
