وَقَدَرٍ — and the extent of. The leading wa- adds this to the list of things observed. The noun heads an 'of' pairing with the following possessed noun and is itself indefinite-genitive within the running 'observing of...' structure. It opens 'and the extent of their...' as another observed quality.
