الْعَاجِزُ مَنْ أَتَّبَعَ نَفْسَهُ هَوَاهَا وَتَمَنَّى عَلَى اللَّهِ الأَمَانِيَ
The helpless one is the one who follows his own self its desire and wishes on Allah the wishes.
أَتَّبَعَ — he follows. A past-tense verb in the third-person singular, used here for a general, characteristic trait rather than a single finished event. It carries the subject inside it and leads into the objects that follow, painting an ongoing habit of the person.
