فَإِنَّهُ لَوْلا مَيْلُهُ إِلَى الْمَطْعَمِ مَا أَكَلَ
For if not for his inclination towards food, he would not eat.
فَإِنَّهُ — so indeed he. 'fa-' = 'so'; 'inna' = 'indeed'; '-hu' = 'he'.

فَإِنَّهُمْ — for they. The connector 'for' joined to a strong emphasis particle with 'them' attached as subject, opening the reason for the order. The emphasis particle asserts the ground forcefully and forces its subject into a set ending.
