قَالَ لِأَخِيهِ اِرْكَبْ إِلَى هَذَا الْوَادِيِ،
He said to his brother, "Ride to this valley."
لِأَخِيهِ — to his brother. One word doing two jobs: the 'to/for' preposition plus the attached 'his', naming the brother spoken to. The suffix is the possessor on 'brother', and the whole phrase marks who the speech is directed at.
