قَالَ لِأَخِيهِ اِرْكَبْ إِلَى هَذَا الْوَادِيِ،
He said to his brother, "Ride to this valley."
اِرْكَبْ — ride. A direct command, an order given to 'you' with that addressee folded into the verb's shape rather than spoken. It is the actual instruction being quoted to the brother.

Then he said, "Mount," so I mounted.
اِرْكَبْ — mount. This is a command form (do this!) aimed at a single male listener, telling him to mount. Arabic builds the order straight from the verb stem, and the 'you' is understood from the command shape itself rather than written out.
