وَلَوْ كَانَ هَذَا عُذْرًا لَكَانَ عُذْرًا لِإِبْلِيسِ وَقَوْمِ نُوحٍ وَقَوْمِ هُودٍ وَكُلِّ كَافِرٍ
If this were an excuse, it would excuse Iblis, the people of Noah, the people of Hud, and every unbeliever.
هُودٍ — Hud. A second owner-name in the genitive, closing its own 'people of …' pair. Like the earlier name it lends definiteness backward and is held in the governed case by the possessive relationship it completes.
