وهو قلب الكافر والمنافق،
which is the heart of the disbeliever and the hypocrite,
وَالمُنَافِقِ — and the hypocrite. 'And' plus a second owner, parallel genitive — the heart belongs to both types. The active participle names the one who feigns faith.

وَالْمُنَافِقِينَ — and the hypocrites. Here wa- joins a second group, 'the hypocrites', to the first under the same 'striving against' frame, treating the two as a matched pair. The noun keeps the sound-plural -ina ending and the genitive of an owner term. The wa- of pairing binds the two named groups together.

And the ascetic is either a hypocrite or a show-off.
مُنَافِقٌ — a hypocrite. An indefinite noun functioning as the predicate, the label being placed on the ascetic. Arabic equates two things by simply juxtaposing them with no 'is' word, so 'the ascetic (is) a hypocrite' is built by setting this indefinite noun after the definite subject.
