لا يمنع الكافر من سماع القرآن لقول الله تعالى
The disbeliever is not prevented from hearing the Quran, as per the saying of Allah, the Exalted.
الْكَافِرُ — the disbeliever. The doer-slot of the passive holds the one acted upon: 'the disbeliever' is who is (not) prevented. The -u marks that role; he is the person the ruling concerns.

الْكَافِرِينَ — the disbelievers. A definite plural ('the disbelievers') that is the owner closing the 'of' pairing with 'striving' before it. Its -ina ending is the sound-plural shape for such groups and, here, the genitive form expected of the owner term. The al- gives 'the' without a separate word.
