قَالَتْ لَا أُحِلُّ لَكَ أَنْ تَفُضَّ الْخَاتَمَ إِلَّا بِحَقِّهِ
She said, "I do not permit for you to remove the ring except by his right."
أُحِلُّ — I permit. A present-tense verb with the 'I' subject shown by its prefix vowel rather than a separate word. It is the main statement the speaker negates, and it opens a structure where what is permitted gets spelled out by the 'to'-clause coming next.
