قَالَتْ لَا أُحِلُّ لَكَ أَنْ تَفُضَّ الْخَاتَمَ إِلَّا بِحَقِّهِ
She said, "I do not permit for you to remove the ring except by his right."
تَفُضَّ — to remove. A present-tense verb in its subjunctive form, its ending changed by the 'to' particle just before it. The 'you' subject is carried inside the verb's prefix. Because it sits inside the 'to'-clause, it names the action being weighed rather than one actually happening.
